How to File an H-1B Registration: A Step-by-Step Guide
Added:This is an overview of how to fill out an H-1B cap registration from your company account.
Go to file a form.
Then you will select 'H-1B registration' from the dropdown menu.
If you are a legal representative, choose the company you are filing this form for, then select 'H-1B registration' from the dropdown menu.
Before you start the form, you will see this note about importing H-1B beneficiary data from a file.
You can import data for up to 2,500 beneficiaries at a time using the provided template.
This is called a bulk upload.
The system will create draft registrations from the beneficiary data file you import.
If you do not use the bulk upload, you will need to enter each beneficiary's information into each individual field.
In addition to biographic information and passport details, you must enter the corresponding Equivalent Occupational Employment and Wage Statistics or OEWS wage level.
The Standard Occupational classification or SOC code and the area of intended employment for the beneficiary's proffered position.
When you are ready to start filling out a registration, either select 'Start Form' or, if you have your template ready, select Import Beneficiary data from a file.
For this demonstration, we will use a template for bulk upload.

You will see two overview pages with reminders about eligibility, duplicate registrations, fees, and the USCIS refund policy.
The next page has a security reminder.
It says that USCIS will save draft forms for 30 days For H-1B registrations, USCIS saves the draft until the initial registration period closes.
The next page is where you import your H-1B beneficiary data.
There are instructions and important reminders, as well as another link to download the template.
Be aware, if you choose to do a bulk upload, you must use the template we provide.
Let's look at the template.
The template will open in Microsoft Excel and you cannot change it or submit it in any other format.
There are instructions at the top.
There is also a reference tab for country names.
You must enter the corresponding equivalent OEWS wage level, the SOC code, and the area of intended employment for the beneficiary's proffered position.
If there are errors in your template, such as incorrect formatting or missing information, the system will alert you, but you are responsible for the accuracy of your data.
Search the template for duplicates before you upload it.
Let's walk through the upload so you can see how it works.
You can choose the file from where it is stored on your device or drag and drop it into the uploader.
You will see the file name and a delete button.
Select import.
In this example, there are several deliberate errors to demonstrate what they look like.
The system has identified a wage level error and an invalid country error.
If you continue to get an error message and you are certain there is nothing wrong with the data in your template, don't hesitate to use the contact link.
Include the code you see in the message.
After those errors are corrected the template should be saved and uploaded again.
The green banner indicates that you have successfully uploaded the data.
Once data is uploaded, the system will separate it into batches.
Your template can have up to 2,500 entries and upon successful upload, it will be separated into batches of 250 registrations each.
Each batch will have a unique identifying number, and all the beneficiaries in the same batch submission will share the same batch number.
If you are entering beneficiaries for different subsidiaries of a company and they have different tax ID numbers, keep your template tax ID number specific.
The example spreadsheet had 128 registrations, which all have the same batch number.
If the example spreadsheet had contained 300 registrations, there would be two batches, one with 250 and one with 50.
If another registration spreadsheet is uploaded, those registrants will have a unique batch number.
They will all appear in draft beneficiaries in the H-1B registrations tab.
To continue with the draft submission, select 'View Draft' on any of the draft registrations.
The info you are about to enter will apply to all the draft registrations in that batch.
At this point, you can download a CSV spreadsheet of the information you've entered for beneficiaries.
If you didn't use bulk upload, you may want this for your records.
A CSV spreadsheet allows you to do your own search for duplicates, and is a way to save all your data in one place.
Select 'Continue Registration.'
You will then enter information about the prospective petitioner.
This is a good place to mention that the EIN or other identifying number that you enter here on the registration does not have to match the number that was used when the company group was created.
The number on the registration is for the specific entity or subsidiary that will be the petitioner if the registration is selected.
The name and contact information for the person who is authorized to sign for the registrant must be filled in.
The beneficiaries from the spreadsheet you uploaded have been added, and you can scroll through and edit them individually if you need to.
USCIS has a duplicate checker functionality for the electronic H-1B registration process.
If you uploaded a template, you may have already checked for duplicates.
If you haven't, or you entered the information directly into the form, you can use this tool.
Using this tool does not guarantee that you will not submit a duplicate.
This check will compare the beneficiaries listed in the draft with any registrations you previously submitted during this registration period.
It will not check for duplicates within that draft or between drafts.
The duplicate check tool is designed to help you identify potential duplicate registrations.
However, the burden is still on you, the registrant, and your authorized attorney or representative, if applicable, to ensure that you do not submit any duplicate registrations.
Next, you will be brought to the H-1B Registration Summary, where you will scroll through the data for each beneficiary.
There can be as many as 250 beneficiaries in the submission.
This is your last chance to ensure there are no data entry errors.
The 'Next' button is at the bottom of the page.
If you are satisfied that the registrations are correct, advance to the signatory statement and signature page.
When you pay for and submit the registration, be aware that the fee is non-refundable.
If you are a legal representative, you will then fill out your form G-28 and notify the company administrator that the forms are ready for their signature.
Your client will sign in to his or her organizational account.
In the H-1B section, under draft beneficiaries, your client will see that a batch is pending administrator signature.
The administrator will either accept or reject the draft G-28 and H-1B registrations.
If accepted, the legal representative will be alerted that there is a draft ready for payment and submission.
You will be taken to pay. gov to make the payment, and then be brought back to your online account.
On your home page, in the H-1B registration tab, you will see the registration has been submitted.
You will see a confirmation number, a status, and you can view the entry again under the actions tab if you wish.
