After the Apollo moon landings, humanity chose to build space stations instead of moon bases primarily due to political and economic factors: the Cold War competition between the US and Soviet Union made space stations more practical (requiring only 400 km travel vs. 400,000 km to the moon), and the Space Shuttle program cost nearly as much as the entire Apollo program ($260 billion vs. $300 billion) while binding the US to low Earth orbit for decades. This decision, while logical at the time, has limited human space exploration to low Earth orbit for nearly 50 years, with the ISS costing $200 billion and the Mir station only $4.2 billion.
